I am a tenant of Nevada Villa Apartments in Lakewood, Colorado (ZIP 80226) currently managed by Four Star Realty & Property Management, a subsidiary of Populum Real Estate Holdings LLC. Populum/Four Star has been and is currently violating the terms of their January 2024 settlement with the Colorado Attorney General by engaging in a systematic pattern of charging undisclosed and unlawful fees through a complex network of affiliated and external companies including their bill collector, Yes Energy Management, and their payment processor, RentCafe (both owned by Yardi Systems, Inc). I furthermore accuse Four Star Realty to be in violation on many counts of Warranty of Habitability at Nevada Villa Apartments during their entire time as property managers. They continue to mislead future prospective tenants through misrepresentations and mispriced advertisements on their property listing website. Four Star Realty is exploiting vague language in their lease, using unclear terms such as "back billed" and “risk release” as a pretext to impose prohibited CAM fees and to conceal RUBS calculations and possibly hide administrative markups. Under C.R.S. § 6-1-737 (HB 25-1090), charges for common area maintenance and utilities must be incorporated into the base rent and are prohibited as separate fees. Excessive costs may be facilitated by the use of affiliated companies to inflate maintenance bills, which Four Star (owned by Populum) has the opportunity to pass on to tenants. Taconic Companies LLC (also owned by Populum) is the alleged in-house property maintenance vendor doing business under the trade name of Four Star Cleaning. It's suggested Taconic Companies acts as a billing shell to mark up subcontractor costs before sending them to Four Star, a practice known as Transfer Pricing Manipulation, designed to reduce tax liability. I request the Attorney General open an immediate investigation into Populum Real Estate Holdings LLC; Four Star Realty & Property Management; Taconic Companies LLC; YES Energy Management, Inc; and Yardi Systems, Inc for ongoing violations of the prior consent judgment and violations of the Colorado Fair Debt Collection Practices Act and the Colorado Consumer Protection Act (C.R.S. § 6-1-737).

I rented an apartment from this company for one year. When I moved out there were no damages and we were current on our rent the entire time we lived there. Needless to say, based on their 3 star rating, they took our entire deposit with no explanation. We contacted them to find out why and they made up a list of damages that didn't exist and cleaning charges that, if performed, would've made the apartment nicer than when we originally moved in. This was the first time I've ever rented an apartment so when this happened I just thought this was what would always happen with any apartment rental company. Since then I've moved out of 5 different apartments and just recently moved out of an apartment I've rented for over 10 years and every time I've gotten my entire deposit back. Do not rent with this company unless you want to have them scam you out of a significant amount of money that you can't afford to lose.

Four Star Properties lacks professionalism and basic communication. When I moved in, there was no AC unit despite it being listed as an amenity, and it took nearly three months to receive one. The apartment had multiple pre-existing damages that I reported, yet I was still charged for them upon move-out. I was also billed for utilities that I pay directly to the city. Management pressured me to renew my lease three months early and then attempted to charge me 800. I paid an $1,100 deposit that I was later told would not be returned. I moved out in October and notified the property manager, receiving no response. Five months later, I was contacted and told I owed an additional $1,300. The property manager was consistently rude and dismissive, showing little to no customer service experience. I would not recommend renting from Four Star Properties.
